The only way to prove it is for insurance companies to have transparency with the manufactures so they can cross reference how many balloons are drop-shipped over time and how many procedures the surgeon is doing to see if there are any noticeable inconsistencies. These hospitals have created so many jobs to help keep reps out, but once they actually kick the reps out, surgeons and nurses come calling crying to get us back.
