I already feel like Genentech is an assembly line with IT being one of the worst. IT at Genentech is severely underfunded and they use the term "Agile" as a way to try and makeup for being so underfunded.

This could be why so many of the high performers have decided to leave the company. That or they want to get out because the morale is so low as they wonder if their number will be called next in the long line of job cuts.

All of these reasons make me wonder if Genentech will take the approach …

130k TC isn't really representative as a whole, it's highly dependent on job class. Some job classes in biopharma are at least 170k starting for someone with a PhD.

Generally though software engineers get paid a lot because skill is highly transferable across many industries and is in high demand. As a counter example, a highly skilled PhD scientist has fewer options to transfer their expertise and there are more of them in general.
